agent of allstate said without CADL, even I'm owner of the car, cant buy insurance?

but agent of AAA said without CADL(I have BCDL), I can buy insurance here.

my canadian car already registered here, but cant get a pink card.so cant transfer to my child.

differen insurance company, differen policy??

this morning went to DMV, presented comfirmation of ownership letter to them. now my car can be transfered to child and will obtain a pink card.

everything was done, we can go back to vancouver few days later.
